A New Project with 21 Items?

I just opened a new project. Went to Project Builder and at the bottom right of the larger window was a smaller entry "21 items." I have not imported anything in to it, nor taken any other action, just opened it for the first time.
The right [larger] window has the entry "(no items)."
The left window has the entry "(no folders) Click below to add"
It seems to me that such an entry should be cleared, and reading zero, upon opening a new project.
